HB346 was run at the direction of Governor Cox, who believes such a merger will create more efficiency, despite vastly different missions and constituencies that guide the work of these departments
Governor Herbert and previous DNR and DEQ directors opposed mergers like this as recently as 2011. If there are inefficiencies in these departments - as a Division of Oil, Gas, and Mining audit and a DEQ audit found - they need to be addressed internally before taking the dramatic, sweeping action of merging these disparate departments into one.
